In January 2006, the Afgan Government sponsored a conference on informal settlements and tenure issues. One of the objectives of the conference was to draft an action plan and proposal to the government on methodologies for the formalization of property rights in informal settlements. This draft white paper on informal settlements is the product of the conference. The draft white paper describes the existing reality on the ground, and provides a succinct discussion of proposed tenure security and upgrading programs, principles and norms for land use, land titling and spatial planning and management, and legislative measures needed to stabilize the current situation in informal settlements.

The Supreme Court has more than six million legal documents and classified them in approximately 67,000 registration books (Kundas). A national database has been created containing the Kundas. It includes the references of approximately 590,000 title deeds for immovable property of which the first 30,000 have been digitized in Ghazni, Kabul and Paktiya. This project was supported by USAID/LTERA.

This book is the culmination of research by Douglas Batson while he was in Afghanistan as an Office of the Director of National Intelligence Research Fellow and interviewed several ALCO staff members.

Mr. Batson’s work offers specifics on how to assist developing countries in registering property so the owners have security of tenure. Property rights are at the heart of many problems in dealing with refugees and in turn with governmental stability.

The Ministry of Urban Development participated in a study tour for key counterpart officials from the Government of Afghanistan to Egypt, to meet with officials of the municipal corporations of Cairo and Giza, and counterpart representatives from the ministries of urban development.
