Among the tools supporting land taxation and land registration, cadastral survey and mapping have proven to be the most efficient as they provide a comprehensive inventory and description of land objects over which land rights are exercised. The lecture defines the concept of cadastre and reviews the forms it has taken throughout the centuries.
It reviews the main technical, legal and economical issues to be addressed while designing a cadastral survey and mapping system which is adapted to a particular land market or country.
Finally the lecture describes the current trends and best practices in the field of cadastral survey and mapping based on the Cadastre 2014 vision.

Most societies, at different stages of development, have felt the need to register their members’ rights to land for public review. The lecture will highlight the reasons for such a registration of land rights through a review of how land is perceived and how the rights attached to it are defined and enforced.
The lecture explores the various forms land registration has taken throughout the centuries, examines the two main types of registration which dominate the modern world - deed registration and title registration – and reviews variations of the models across the world. Finally the lecture discusses the status of land registration in Afghanistan and highlights its particularities and weaknesses.
